About the Provider

Description: We believe that children learn best in an environment, which promotes exploration, creativity, and learning experiences through various media and play. We recognize each child as an individual with special needs and different goals. We are dedicated to fulfilling these needs and meeting these goals on an individual basis.

Our goal is to nurture and facilitate growth of the whole child to his or her greatest potential by providing a safe, loving, caring, and enriched environment for each child. No child will be discriminated against because of race, color, national origin, religion or sex.

At Little Rascals Learning Center, classrooms are designed around specific “learning centers.” Using these centers, the child moves around freely and learns by “doing.” As children select activities, they develop social and communication skills, encounter problems, and work out solutions while gaining confidence and high self-esteem. We are a low ratio center so your child will get the love and attention they deserve. We offer care from 6 weeks of age through school age with appropriate activities and learning programs for each age group.

Initial Comments: The following deficiencies were observed at the time of the Compliance Inspection conducted on 1/27/2026 and are subject to changes pending programmatic review. The Compliance Officer provided a paper copy of the Notice of Inspection Rights and the Small Business Bill of Rights to the Facility representative at the time of the inspection. Please submit the Plan of Corrections via the LMS portal within 10 days. ***The Director was reminded of the license expiration date and to log on to the portal to pay the fees prior to the license expiring. Vehicle CS70071 was inspected and is approved to be used to transport enrolled children. 5 of 5 Fingerprint Clearance cards reviewed were valid via the DPS website search. The Emergency Disaster Plan update form was emailed to the Licensee. The DES Group Size requirements were observed to be compliant at the time of the inspection. The following was discussed but not limited to: 1. Criminal history affidavits must be complete. 2. Medication forms must have all the required information. 3. Hazards must be repaired. 4. Tricycles must be in good repair and free of hazards. 5. Infant feeding plans being current. 6. Pacifiers with lanyards attached. 7. Rosters must reflect the number of children present in the room. 8. Supervision of children in the 4s room when staff is in the tall cabinet. 9. Maintaining all designated exits unobstructed.

Initial Comments: The following deficiencies were observed at the time of the Compliance Inspection conducted on 01/30/2025 and are subject to changes pending programmatic review. A paper copy of the Notice Of Inspection Rights and the Small Business Bill of Rights was given to the Facility Director at the beginning of the inspection. Please submit the Plan of Corrections via the LMS portal within 10 days of receipt of the Statement of Deficiencies. The Empower Self-Evaluation Survey link was emailed to the Provider. The Emergency Disaster Contact form was emailed to the Provider. The DES Group Size was observed out of compliance at the time of the inspection. The fingerprint clearance cards for 5 of 5 staff members were verified to be valid through the DPS website at the time of the inspection. During the exit interview, the following items were discussed but are not limited to: *Infant Dietary Instructions will include the schedule of when and how much to feed the infant *Brooms will be inaccessible to enrolled children *The hole left behind from the removed cup holder in the passenger van should be closed *Update the name of the Facility Director in the Licensing Management System Portal Compliance Officer is Heather Bauer.

Initial Comments: The purpose of the inspection was to conduct complaint #00078773 investigation on 3/27/24. A full inspection was not conducted at this time. Name of the Compliance Officer: Jennifer Flicker The Written Documentation is required to be submitted through the Licensing Portal within 10 days of the receipt of the Statement of Deficiencies. Ratios observed were: Infants: 1:3, One year olds: 0:6 (CITED), Two & Three year-olds: 0:7 (CITED), Four & Five year olds: 1:14. There was 1 staff interviewed during this investigation. Others interviewed: The complainant. Documentation observed was the illness log and an incident report regarding the allegation. Upon completion of the complaint investigation, it was determined from observation, interview and documentation that allegation #1 was unsubstantiated. The following deficiencies were observed and are subject to changes pending programmatic review.

Initial Comments: The following deficiencies were found at the time of the Compliance Inspection conducted on 2/2/2024, and are subject to changes pending programmatic review. Name of Compliance Officer: Jennifer Flicker Due to enforcement action, the Licensee will be notified when the Written Documentation of Correction is required to be submitted through the Licensing Portal. The following was discussed with the Director and the Licensee, but not limited to: *The licensee will follow up with DCS on the background check clearance for Staff #4’s that was submitted in 4/2023., and *The Licensee will submit a copy of the current van registration from AZ MVD, when obtained. There were 4 staff files reviewed. 4 of the 4 fingerprint clearance cards were verified to be valid through the DPS website. The Empower Program Assessment was completed at the time of the inspection.

I have used this provider for more than 6 months

I have used this daycare for both of my children sence they were infants (4 years now). My boys love it there and would recommend this place to anyone. The owners are great and I'm sure if they new of any issues at the other location they would correct it! My boys learn a whole lot from this daycare and actually scream to leave it every day. Defiantly the best I have found!

I have used this provider for more than 6 months

My daughter's gone to the Mill location since she was 1 and has loved it (now 5). She's had several teachers there, going from the ones and twos class, where they helped potty train her, to the twos and threes, to the preschool classroom. She had to test into the elementary school I choose, and did very well. We work on letters and numbers at home, but she comes home teaching me songs about the days, months of the year, planets and more (and now we go back and forth if Pluto is really a planet...). She refers to her teachers as the silly one (ms lexi) and the amazing one (ms lizzie) so I really don't think they ever treat her wrong. She does miss her previous teacher who went on maternity leave (ms Melissa was also amazing) but the directors Tiffany and Justin are easy to talk to if needed. In over 3 years there was only one day my daughter came home and said the teacher picked on her. This was over a year ago and I talked to my child and told her to what to say and was prepared to confront the teacher but the next day they were buddies. You can never be to careful but in all my over questioning there's never been other red flags - and I do ask my daughter questions about everything. In regards to the previous comment, I see nothing wrong with teaching at the same place your child goes- it makes sense to me to want to keep a job where you can be close to your child. When I've been across town and my daughter got sick, they let her lay down and took care of her until I could get there. I would choose this facility again

I have used this provider for less than 6 months

What I am about to say...Could possibly be offensive to some. If not all who are ,affiliated with this daycare. For 2-3 months my child, was in the other location. I am referring to the intersection, of McClintock and Apache Blvd. Anyways long story short. My child was ,verbally abused there.Prior to overhearing my ,child being degraded verbally.There were other "redflags". That caused me ,to be suspicious. Besides my child crying. At the mere mention, or sight of the place. My child was often neglected. Filthy nose and, onset diaper rashes.Not to mention other, children were hollered at. On more than one instance.While stepping onto the property. To pickup my child staff ,members were hollering at 2-3 old's! Sad part is... Some if not all of the"girl's" there. Lol. Have kid's of there own. Perhaps childcare isn't the ,right profession for you.Also if you have, a special needs child. I wouldn't recommend, taking your child there.And trust me... Just because it is close to home. Doesn't mean that it is best. Your child isn't being ,taught anything educational there. I am speaking on, my own experience. Don't make the, same mistake I did. Research this place and make sure.That you are given a tour.Fore all that glitters isn't gold. This place can change the color. All they want too. Doesn't change the fact that:This facility has a bad rep. With staff members who are fake,abusive,incompetent. And could careless about your kids. Although they portray as ,if they do to your face. And that woman Tiffani or whatever. Has the personality, of a cactus. I am not Willy Wonka. So therefore I will not sugarcoat my word's. This is nice compared to. What I really want to say.
