Staff #1 reportedly made the statement jokingly to the child to encourage the child to comply with the request. Staff #1 took a piece of masking tape approximately 18 inches in length and attached it to the back of the chair the child was sitting in, then lightly draped it around the child's shoulder and attached the other end to the seat bottom. The tape came loose as soon as child #1 moved their arms. Correction Required: A facility person may not restrain a child by using bonds, ties or straps to restrict a child's movement or by enclosing the child in a confined space, closet or locked room. The prohibition against restraining a child does not apply to the use of adaptive equipment prescribed for a child with special needs. |
