| Findings: When the Licensing Specialist arrived at the FCC home, children and the Provider were outside and in the backyard participating in a bubble event. The LS observed the Provider in the bubbles with most of the children. However, two children were left approximately 15-20 yards away. They are aged 6 months and 9 months old. They were left strapped in a child infant rocking seat and a high chair, respectively. The Provider was engaged in the bubble activity with the older children. The Provider would be unable to render immediate assistance to one of the children from that distance if one of them required it. | Findings: Allegations were made that the television is always on and that the children are allowed to use iPads. During the inspection, the Licensing Specialist observed children using their personal cell phones for games and other internet activities and using tablets. The television was on when they returned inside the home after the bubble activity. After a few minutes, the Provider turned off the television. However, the children, especially the older children were on their phones and iPads the entire time of the inspection, except during the bubble activity and during lunch.
