| Findings: The Office of Child Care received a report alleging that the provider was seen pushing a 5 year old non-verbal child to the ground by the child's head and shoulders and then the provider sat down on the couch and wrapped her legs around the child's shoulders to restrain the child from moving. The child did not listen, so she took the child by the shoulders and sat him down on the floor by providing gentle pressure. The provider then wrapped her legs around the child, with her legs over the child's shoulders, providing gentle pressure. The provider explains that this gentle pressure helps to calm the special needs child and prevents the child from biting or hitting the provider. The provider indicated that she was not being rough or mean, she was not being forceful, and was not hurting the child. The provider indicated that she learned this calming technique in a class. | Findings: The OCC received a complaint regarding two special needs children escaping the home without the provider's knowledge, who were later found down the street from the home. The provider was interviewed regarding the complaint allegations. The provider indicated that the gate in the entry way, which is in place to prevent children from accessing the stairs, was not in place on Friday at the time the two children left the home. The children were able to get out of the front door by passing through the open gate and walking through the closed, but unlocked, door. The provider indicated that a parent who picked up their child earlier left the gate open and the provider did not close the gate before going to the restroom, during which time the two children left the home. The provider indicated that she went to the bathroom. While the provider was in the bathroom, the mother of the children contacted the provider by phone letting her know that she found one of the children down the street from the provider's house. The provider finished her business in the bathroom and when she came out of the bathroom, the two children were not in the home. The mother of the children was at the provider's house by that time with one of the children. At that time the other child was still missing, so the mother left to find him. The provider had other children in care and was waiting for the police to arrive, as she was informed by the mother that they had already been contacted. The mother found the second child and later notified the provider that he was found. The provider did not contact the police because the mother informed her it was already done.
