Both staff stated they did not see the boys touching private areas in the bathroom. Doreda and Annie stated majority of the boys in the room are very playful. LS informed both Annie and Doreda 5 minutes is too long of a period to not actively ensure the security of children the bathroom and security is required at all times in the room.
