Bounce houses and trampolines are not approved for child care use due to the risk of fall and jumping injuries. The bounce house was also used directly on a hard surface which could increase the risk of injury. The bounce houses appear to be used during school breaks; pictures showed children using them during the winter holiday break. It was explained to the director that the bounce houses can no longer be used during child care hours or for child care activities. | Findings: According to the detective, the center owner was made aware of the incidents by the 12 year old's mother. She allegedly contacted the owner before reporting to the other agencies. The owner stated the 12 year old's mother did report the alleged incidents to him in January. He did not know that this needed to be reported to licensing. It was reiterated that if any child has been abused or there are allegations of abuse whether the abuse is done by another child or adult, it should be reported to our office. We would need to investigate the allegations in regards to appropriate supervision of the children involved. The center understands the requirement to report any suspected abuse to this office. | |||

| Findings: The complaint alleges a 12 year old and 13 year old boy pulled down each other's pants while playing a game in a fort or castle at the center. The 12 year old boy showed a sucking motion when his mother asked him what they do in the fort or castle. The center owner who supervises the middle school children while the elementary school children are being picked up stated the children would build castles or houses with three large mats in the classroom. He stated he did check on them often and would check quietly and suddenly so his appearance was not noticed. He never found any issues as the boys would just be sitting and talking. He never observed any clothing disturbed or pants down. When he was made aware of the touching allegations by the 12 year old's parent, he no longer let the children build houses or castles with the mats. The owner stated that the 13 year old did admit to the touching between him and the 12 year old boy. It was reported that they touched each other's private parts but it was not reported that their mouths were put on the private parts. | Findings: The complaint alleges that a child broke her arm while in care in the morning on May 1st. OCC has not received notification from the center about a child injury while in care. | Findings: It is alleged that a child ran into another child and was crying. The director allegedly said the child seemed fine after running into the other child. The child was told to sit down and that she was fine. Then the child was put in the van and taken to her elementary school. She was having issues unbuckling her seatbelt and the van driver "grabbed" the child by the arm and helped her get out of her seat. The school nurse looked at the child's arm, parent was called and child was taken to the emergency room where she was diagnosed with a broken arm above the elbow. The parent called the center on the way to the school to pick up the child and the center owner called to check in while at the hospital. The center director stated he did check the child after she was run into by 2 boys who were spinning around. He had the child sit next to him and he checked her right arm. There was no swelling or bruising and she was able to move it on her own. She stopped crying and then it was time to go to school. The child tied her own shoes and put on her backpack by herself using her arms. She seemed fine prior to leaving for school so the director did not call the parent. | |||

| Findings: The center self-reported an incident which occurred on August 11, 2021 between two children engaged in inappropriate behavior. It was reported that a 14 year old boy pulled down the pants of another 6 year old child while in another room away from the staff person. A staff person was alone with 14 children and allowed the two children to go to the back room to get a game. When the children did not return, the staff person went to look for them and the children were coming back. The 14 year old has been dismissed from care due to his actions. The child states the boy asked her to ask the staff person to go to the toy room to get a toy then he asked to go to the toy room after her. The staff person first told the boy no but then allowed him after he persistently asked. The boy asked the girl to race him to the power room where he helped her pull down her pants. The boy then had the girl on her hands and knees while he was behind her with his pants partially down. The girl then ran away. Children must be supervised at all times; the staff person allowed two children to be unsupervised for a period of time which allowed the boy the opportunity to be alone with the girl. | |||
