On 9/1/2025, the new teacher called the director and told her that she observed the other staff member in the red room hit a child in 08/29/2025. The director stated that the parent of the child referenced in the incident was not told about the incident until 11/5/2025. The operator shall if a child has an injury or accident while in attendance, notify the child's parent within the same day, about all other injuries and each accident which may result in injury.

Findings: LS conducted a complaint investigation on today’s date. The complaint states that a teacher was observed hitting a child by another staff member on 08/29/2025. LS interviewed the director, who stated that on 08/29/2025, a staff member was observed hitting a child. The director stated that Child Protective Services had not been notified of the incident at the time the report was made to the to the OCC on 11/07/2025. The director did notify Child Protective Services after making the report on 11/07/2025 at the request of the LS. A staff member who has reason to believe that a child has been abused, in a facility or outside of the facility, shall report that belief directly to the Child Protective Services unit of the local department or to a law enforcement agency as required under Maryland law.
