Both the provider and a child care teacher were present at the time of the observation. After being reminded of the relevant regulation, the provider called her approved teacher, who was upstairs. The teacher arrived in the child care area approximately 10 minutes later but then went back upstairs and did not return. About 30 minutes after that, a substitute teacher arrived. The provider was informed that a follow-up inspection would be conducted to ensure compliance with the group size and staffing requirements.
