I have used this provider for more than 6 months

Shells is a awesome center , my children attended for about 9 years , along with my brother and sister who attended for many years , my neices and nephews attend also, I recommend this center to anyone looking for childcare !

Corrective Action: Ensure the diaper changing area is equipped with a non-porous surface. The diaper changing mat in the two-year-old classroom was torn. This was corrected when the mat was replaced.

Corrective Action: Ensure equipment is in safe condition. LS Kalafut observed a mini refrigerator on a small table tray in the infant classroom. When touched, the table and refrigerator were unstable. This was corrected when the refrigerator was placed on the floor. Ms. Malbec stated a new refrigerator has been ordered as a replacement.

Corrective Action: Based on attendance records for the one and two-year-old classroom dated February 17, 2020, to February 21, 2020, the center was over maximum group size and staff-to-child ratio. The one and two-year-old classrooms were over staff-to-child ratio on records dated February 19 - 21, 2020. On the two-year-old attendance records dated February 20, 2020, the classroom was over maximum group size when the youngest child was one-year-old. This was corrected upon review of attendance records dated February 24, 2020 to February 28, 2020.

Corrective Action: Staff members were placing toys mouthed by children in a bucket and using disinfectant to clean them at the end of the day. Mouthed toys must be cleaned with soap and water and then disinfected. The administrator and all staff working with infants and toddlers are required to complete Better Kid Care’s online training, “Infant-Toddler Care: Healthy Spaces” by February 25, 2020.

Corrective Action: A staff member cleaned up vomit without using Standard Precautions. Staff members are to ensure vomit is immediately cleaned up with soap, water, and disinfectant to protect against disease and infection. The administrator and all staff working with infants and toddlers are required to complete Better Kid Care’s online training, “Green Cleaning, Sanitizing, and Disinfecting: A Curriculum for ECE” by February 25, 2020.

Corrective Action: Soiled or wet diapers must be placed in a foot-activated diaper pail used exclusively for diapers. There was no diaper pail in two areas used for diapering. Provide OCCL with documentation that foot-activated diaper pails were purchased for the two-year-old’s classroom and the common diaper changing area.

Corrective Action: A staff member was hired and the administration failed to obtain a health appraisal within 30 days of employment that stated the staff could perform essential job functions. The health appraisal submitted was not conducted with one year before the staff members hire date. Health appraisals must be on file at the center within 30 days of hire and must be been conducted within the past year of the date of hire.
2019-10-03 Non Compliance 24N - Child abuse and neglect reporting requirements Corrected
Corrective Action: The center’s policy is to have cases of suspected cases of child abuse or neglect to be reported to the center’s administration. DE law requires the person with direct knowledge to make the report to the reportline. The center is to revise it’s policy to comply with the law and the administrator is to contact her licensing specialist in order to schedule a mandatory training for all staff on how to identify and report child abuse and neglect in DE. The training must be completed by 10/31/19.
